Sounds like the choke is stuck. You can manually release it from under the hood or just spray it with some silicone spay, which should allow it to release itself with a small tap on the accelerator

Jeff, The differences between tires is going to have more effect that the change in tire size. I don't see issues just due to the size. But I am very surprised that they did not have the 65 series
