Don, Actually I have heard of a tv tuner being bad and sending AC voltage back out of tv set. Generally it is a larger amount than 4 to 5 volts though. As far as damaging hd box that is a good possibility

Heddy, The cable wire should not be of any danger, as far as an electrical shock concern. But if their is exposed aluminum wire it may be sharp to touch for an animal or human. I recommend if pic on tv
