Topping a pine this large will kill it so you might as well cut it down if you do anything. Tree can live many years and some their life leaning. A leaning tree may or may not be a substantial hazard.

Grafting would not work well in this situation. IF the lower branches are green and look healthy you might try cutting the dead and dying top off and let one of the lower branches grow as the new top.
