The flow switch does not control flow only measures it. How did that short occur ? lawnmower? Get water flowing first. Maybe the thermostat in the line is bad too. Are the water valves open? Don'y forget
Lot of places the vinyl / liner pool is not the ideal solution for the swimming pool Now in your case one option could be exacavate around the pool and fill it with sand,i.e. make a sand bed so water
As long as you have a main drain with a functional hydrostatic valve your ok. But being a fiberglass pool you can add some water. To me its a shame to drain and add water every year. I have a theory of
First of all check the pH and other parameters Since If the parameters change can only induce this incidence Since even if you remove the stain if parameters not as per requirement then no point it removing
If this is not a regular occurrence you could pump the water out between the liner and the wall as we do this all the time but requires another pool pump and a flattened piece of 1 1/2 hard PVC about 4
