You may have two issues.  The building department will have a code for side and front/rear setbacks, and the utility will have an "easement" setback.  You cannot build within 5' of the line easement.

If the brand is available to you, PL makes an elastic oil base caulking that will do this seal job very well.  After you caulk it in...spray a light dab of WD40 on your fingers to smooth it oiut.
