I can answer U.S.and Canada payroll questions proficiently and have a good general knowledge of UK and South Africa and some knowledge of Australia and New Zealand Payroll procedures. Please do not ask me homework questions I do not have time to answer them.

You can't get your pension without penalties until you are 591/2. If you have company pension you cannot get it until retirement age. If you have 401K you may be able to either get a loan on it or a hardship
I have the same problem, only I have employees that "forget" to clock in and managers have to ajust the time. For the rounding it is legal to round to quarter of an hour, it is also legal to round
What they are telling you is that your contract says you will be paid a specific amount of money from July 1 to July 1 divided into pay periods. I don't know if that can be true for the third week
