Vacuum lines for the cruise are definitely a DIY job. Look for splits and split ends. The horn itself is probably bad, but of course it could be the relay or steering wheel contacts. get a test light
If you put the key in the ignition and leave it a few minutes, and the car does not crank, and you followed the reset procedure in the owner's manual, your next step is to tow the vehicle to the dealer
P1590 has nothing to do with engine running. You can look for vacuum leaks, check plugs and wires, and clean the throttle body to try to improve idle. Beyond that you need a factory level test system
I have no idea if the original "barking dog" noise was related to the subsequent failure of the AC compressor. In any case, this is really matter for you to bring to the attention of Land Rover customer
The ACE system operates at high pressure, and the pressure surges fast. You need the original piping. You can still buy it from your local dealer. I think you will have trouble with home made substitutes
