There are very few low volt programs...which makes no sense. All alarms systems are low volt...all communications....hifi...wifi...ect. Fire alarms are a combo of 120/24 systems. As for licensing..
I will answer what I know. Volt meters read voltage line to line, and line to neutral. Amprobe/ammeter reads current draw. Your voltages may be right or wrong. The Y or Delta config can vary the voltages
