I have seen ALMOST every film with an appearance by The Duke, made since 1940, and a couple dozen of those before then. If it's a film with him, I've most likely seen it, have an opinion on it, and can try to answer questions about it.
I saw my first film where Wayne makes an appearance almost fifty years ago. Since then, I have seen 102 films where he makes an appearance.

I'm going to presume you're asking if Rudy Bowman and Ben Johnson were ever in a different film with Wayne, in which Wayne plays a Union officer offering prison release to the characters played by Bowman
If Wayne said anything like this, it isn't listed in www.imdb.com/title/tt0065547/quotes which does NOT mean he didn't say it. I haven't seen the film in over 25 years, so my memory is irrelevent
