I have been working in the roofing and general contracting field for over 15 years, five of which were in High Wind Velocity Zones in the State of Florida. I have procured, supervised, and managed multiple roofing projects ranging from $50,000 up to $5,000,000. I can say that it is not standard to run the gutter to the sewage drain. However, with that said I have seen in one case where a commercial building did in fact run the rooftop drainage to the sewer system
Sean, Sorry for the late response. If it were me, I would try to remove the fascia and reinstall without disturbing the drip edge. You will need to ensure that the existing drip edge is in good shape
