The black is asphalt adhesive which will come off with mineral spirits. Use a little water with it to cut the flammability. A rotary scrubber with brush or black pad helps a lot. The adhesive will bleed

I would clean the floor, and fill the cracks with grout then coat with epoxy. If there is not a change of angle at the cracks they may disappear. Also by sealing the floor you will not get mold or mildew
