I live "above" Turrialba, in countryside. Small houses rent from $190-$350/month farther up the mountain -- the more remote from public transport, the cheaper. $2000/month works IF YOU HAVE NO VEHICLE

So sorry for delayed response -- I have been out of contact with internet for 2 weeks. My residency ("inversionista" -- investor) took 3 years to complete -- AFTER I had all documents mentioned above
My experience is ONLY with Juan Santamaria airport in San Jose. If you arrive after 6 PM there is rarely a duty inspector present; before 6 PM if you exit with lots of people in line then they will ook
