I am a Certified Building Official, and I am certified by the International Conference of of Building Officials as a plans examiner and as a commercial and residential building and plumbing inspector.
I have been the Building Official for a small town in Alaska for the last 14 years. I also spent 20 years working in construction. I don't know that much about wells and septic systems.

I can't see the connection all I can say is make sure all you p-traps have water in them ) utility sinks floor drains etc) Sorry just read the subject check the trap for the washer prime
If the water heater is leaking around the base that usually means a leaky tank and you need to replace the WH Check the connections where the water enters and exits the tank for leakage and the relief
If this is a brand new water heater I wouldn't do anything until you contact the place you bought the water heater from and informed them of the problem. If you do anything prior to that you might void

If you mean that your water heater is 38 is 38 y/o then I suggest you replace it. If it is 10 y/o or so then you could try repairing it. Look for dust clogged combustion air passages.
