Usually a four cycle engine will only surge if there is an air leak Orlean fuel condition. The easiest to check for is the early check or the carburetor mounts including the intake manifold and moaning
If the engine backfires on you are trying to start it the first thing to check will be the flywheel key remove the flywheel and be sure the key and the key way are in good condition. Check the flywheel
Yes, if you let the fuel in the tank or in the carburetor for five months that's your problem even if you had conditioner in it. The best thing you can do is drain the tank, remove the carburetor disassemble
