it does go through the fork Need photo to be specific help here - lots of different designs - may go through the slot with a twist or up through the back of the fork where it is wider above the slot?
Hermle movement made in 1976 Germany : Little tricky but..here is photo (below)of the regulating unit on the top rear of your clock movement- hold the rim of #6 while moving any one of the 3 prongs
the two jewels are in either end of the small hollow tube that forms the axel for the balance wheel and runs inside the spiral spring - the wire runs through the tube and the jewels with the hole in each
if the clock has more than 8 black rods hanging down in the back of the movement - it is a quarter chime selector and off if you have 8 rods only then the lever turns on and off the Westminster quarter
