Yes it is, I do it every year and we always felt perfectly safe. However it is a long walk and it can get hot, so bring cash as you may want to cab it back, especially after a couple of the yard long
I would recommend staying in Negril. It is a safe area to stay, there is Ricks Cafe, Margaritaville and Alfreds to party at. You can walk up and down most of 7 mile beach and the area I would recommend
