I would make one sample with the smaller look and measure the dimensions. Then make one with the larger loom and measure it. That way you will know what measurements are required to complete each section

The area you are working on evidently has a neck edge and a shoulder edge. When you start the row at the neck edge you bind off, that is what "bind off from neck edge 2 sts twice" means. When you have
skp does not mean skip. skp is the same as slip one, knit one, pass slipped stitched over. This is similar to knitting or purling two together only it makes the stitch tilt to the opposite direction.
