Something interesting about this subject that others may not know:  In order to operate a watercraft in Canada, everyone will be required to possess a "Pleasure Craft Operators Card" by September 15, 2009. The "Marine Liability Act" came into force in 2001, and significantly affects the responsibility and accountability of all owners/operators of pleasure crafts.
Something controversial or provocative about this subject  Unlike highways, waterways cannot expand to accommodate the on-going increase of watercraft traffic, while minimizing associated safety risks. In addition, there is a significant lack of authoritative manpower to enforce boating Rules & Regulations 24/7.
