Hello Windows ME has a DOS based kernel it was the last DOS based Windows. Microsoft just tried to Hide real mode DOS if you google ME DOS you should still find info on how to enable real mode DOS in

I am guessing you physically installed more memory into you computer (Virtual memory is something different) Take out the memory you installed so you are back to the 128mb setup and see if the computer
Hi Cole IF you can't get the system page up sounds like the PC has found a hardware fault and is not passing POST (power on self test) seeing that you had a FDC failure I would disconnect the floppy
