I know a lot about alternative music. Most common questions I get are lyric identidication, or song to band recognition. Usually that's very easy for me. So if you are trying to figure out a song or band, ask away I will do my best. I usually know.

Hey, if you are thinking of the song I am, then it's 'That Time' by Regina Spektor. It doesn't have that lyric in it, but she basically does ramble/talk through memories with a boyfriend, ending it talking

I don't think I know the song you are trying to find unfortunatly. The only song I could even find with those lyrics anywhere was Nobody's Fault by Phantom Planet, but it doesn't fit any of the other details
Well I don't know the song first hand so I looked around, I found 2 songs by band headed up by female vocalists that repeat those words, one band being 'The Velvet Underground' with a song called I'm Waiting
The song is called 'Mother Mother" by Tracy Bonham The full lyrics are: Mother, mother, How's the family? I'm just calling to say hello How's the weather? How's my father? Am I lonely? Heavens no
