Tiffany- It is always good to talk to your tattoo artist in person as s/he is on the spot and can see what is happening better than I. It isn't uncommon for foot tattoos to swell or even bruise,
Donald- It isn't uncommon for for scabs to cause ink loss. I'd be careful not to pick it and if you need a touch up wait about 4 weeks. If you can, check in with your artist as s/he is on the spot
Amy- There is no standard licensing in the United States, each local health department has its owm regulations at this point. You will need to contact your local health department to see what is required
Michelle- Cross-contamination is the physical movement or transfer of potentially harmful bacteria from one person, object or place to another. It is important in tattooing, but also cooking, research
Carolyn- I'm glad you wrote to get assistance, unfortunately, I'm not able to help with actual problem solving of tattoo technique in this format. What you need is an apprenticeship with an artist
