Hi sarah English in Africa is always a second or third language as they will speak their local dialect then maybe Swahili which is an East African language. Everyone should learn English at school but

I would organise something before you go, the most interesting part of Uganda is in the West I would not spend too much time in Kampala or Entebbe. You dont have much time and you will just waste that
