That would be a difficult thing to put into a consise verbal form. Also, my expertise is primarily with Inventor, but what I would suggest is looking at this presentation from the AutoDesk University.
That is a pretty broad topic. I am not sure that I can answer it in an email. Are you talking about drawing sheets with border and titleblock?
Paul, I am pretty sure I know what your problem is. There are 2 buttons called constraint persistance and constraint inference. They are on the toolbar when you are in sketch mode on the right hand
