You will need to first get connected through an Internet Service Provider. The way you can get connected may vary - wireless, cable modem, fiber-optics, wi-max and what-not. To know what options are available
If you have been accessing the Inernet through your neighbour's router - it means you already have the requisite hardware (wireless card in the laptop). You will need to take a suitable plan for internet
