First, see if you can determine the model number or serial number from the fireplace as most anyone you talk to is going to be asking you for this information. Each fireplace model is specific and different

There is no such manufacturer as Warnock-Hershey. Warnock-Hershey is a testing agency for fireplaces and hearth products amongst other products for the general public. They do the testing and listing

Trevor, The first thing that comes to mind based on your description of the problem is pressure related issues. That is to say that the building in question sounds like it is in a negative pressure situation
