I have been building for almost 28 years now and I have found that if you use a jig saw you can get the blade between the deck boards, and cut the bad boards on each side of a joist. After you have 2 cuts
according to the DCA-6 document no deck can be attached to brick or a cantilever. Sliding the joist in and by sistering them up would double the floor load intended for the double 2X10 beam not to mention
I would use Treated Lumber, and attach it with the proper lags and deck to wall spacers. The deck surface could be treated lumber to save money or you could use some sort on composite lumber.For more information
