Robotics solder the control boards originally and may times the amount of solder is not enough and over the years the heat at the solder connection becomes hot and melts a tad. This creates a bad connection
I dont work on Siemans brand but the cold soapy water is pretty much a giveaway. There should not be any suds in diswahsers as they require detergent that does not suds. Try throwing a hand full of table

SInce it is a brand new machine, I would call the manufacture as the water should not stay in the dispenser. Te machine does not know you are not using fabric softener...it simply goes through it's cycles
