I would not recommend making the purchase until this is resolved, and you may not be able to secure title insurance until this is resolved. However, as long as full disclosure is given to all parties

I'd negotiate an Option Contract with first rights to purchase at a future date, where a pre-determined negotiated percentage of your rental payment would be applied to your purchase. It's called Rent
I believe you can buy a multi-family building and occupy one of the units and rent the rest but would recommend you run this by a lender such as Suntrust. I would absolutely recommend looking at foreclosures
I think you need to either file a complaint with the State Real Estate commission or retain an attorney. The attorney fees may eat up the $1500, so I would first file a complaint against the agent and
