The vast majority of carousel figures promoted on online auctions as "authentic" are actually cheap machine carved contemporary pieces imported from the Philippines, Taiwan and other areas. Just because they look old and used, doesn't mean they are! SAVE YOUR MONEY! Buy from a reputable dealer ONLY!

There are certain things we look for....like the way the the tail is carved and in the case of the rocking horse... what the rockers look like. Now I see you've displayed a photo of another horse.
This appears to have the style of an inexpensive Asian import. I would doubt that it has much value. Authentic pieces generally are much more realistic in their design. I'll point to the "beak like"

Since this was described as a "display horse" it would have to be inspected in person. That phrase is often used to market a piece that is not authentic. I know of qualified appraisers in Maryland
