This is really not may area but it sounds to me like mold. You may have moisture forming along the joists. From the inside you can use "Kills blocker" I may have the name wrong but it is a spray or
Brett, two type so of mastic are most often used. If it is black it is asphalt based and mineral spirits with a little water and a rotary scrubber will do a good job. If it is Carmel colored it is latex
It is best to seal along the out side edge of your base plate. If you can not you may be able to do a good job with an epoxy grout cove. You can buy it for about $98 at www.concrete-floor-coatings.com
Keith, There could be an advantage to using 100% solid epoxy to hold down your paver. The epoxy is not effected by water, produces a permanent seal and will not crush. You will want to scrub the underling
Dear Josh, We have had good luck coating your type of walls with 100% epoxy and an airless sprayer. We wash the walls with a stiff brush and high alkaline cleaner followed by acidic cleaner and scrub
