Hi Gary, You'll need to catch the Pacifico bus in Bucerias, no direct bus from Nuevo into Bucerias, but a short taxi ride, depending what part of Nuevo you're in. Map here http://vallartainfo.com/nuevo
Manzanillo might fit your budget, Morelia is not on the coast. Salagua I'm not familiar with. All these places are a long way from Puerto Vallarta where I live. $1,500 here would be cutting it fine these
Hi Answer to number 1) Safety is not an issue. Your main problem is that except for the PV to Sayulita bus, the others do not go into the towns but only stop on the highway, leaving you with a 1-2K walk

The one place I've heard of is Lewis & Lewis, www.mexicanautoinsurance.com Mexican registered cars cost more for insurance than US plated, don't ask me why ? You could also try Operadora de Fondos
