first off keep it simple check all the fuses for the heater. if the fuses are good check for power going to the blower motor normally located under the dash passenger side or on the right upper firewall
i'd first start with your battery most hard starts can be caused by a weak battery. if your battery is ok a faulty fuel system could also be the cause of a hard cold start. as tempertures lower metal
sorry i don't give advice on how one should spend there money if you think it's worth it then fix it if not get something else you know the car and what has been done to it if you get a different
if it's making a clicking noise when you try and start it and the battery is good it maybe a starter. remove any surface change from the battery before testing it. if the starter and battery are good start
your best bet is to get a mechanic you trust and have him look it over avoid anything with rust or large holes body work is expensive having an inspection done will tell you what it needs to be
