The answer is a bit of both really. It largely depends on the wound and how it is healing. If it is shallow and has scabbed over so that it is not likely to re-open it is not a bad idea to leave it uncovered
I would suggest that you go to a doctor or walk in clinic in this case. It is possible that you could have a small piece of glass that got in the cut. If that is the case you will need to have it taken

It happens occasionally that there is a little numbness or tingling but it is also possible that you damaged a nerve. It is hard to say if the feeling will come back. I would keep an eye on the swelling
