However, I would like to have seen a little more insight on why this is still owed in order to explain it to my employee. Medicare did give me that additional information as well: The Federal Insurance Contribution Act requires that all employees have this tax withheld from all of their paychecks as long as they are working. That helped tremendously - the employee thought this was going toward her premiums, but she pays premiums directly, so being able to understand that this is a tax rather than premium will help me explain it to the employee.
