I will only answer questions about decks that sound like they have a competitive chance in a tournament. Also, I will try to answer rulings to the best of my knowledge. Any deck that doesn't have the ban list in it will be rejected. Also, if you don't want to take the time to ask a question about a deck fix, then you can try my site ygodeckbuilder.webs.com which might already have your answer. But this is only if you want a quick answer.

Experience

Have played in local tournaments and done pretty well. Also have played yu-gi-oh for quite a while.

Education/Credentials
Study yu-gi-oh in most of my free time to make decks as good as they can be. Also build many decks by buying, selling and trading cards.
